Patient Rights and Responsibilities
BHT CLINIC has been organized to inform patients and their relatives who receive services from Istanbul Tema Hospital about patient rights and responsibilities determined by international agreements and national regulations. Human beings enter the world by gaining certain rights from birth simply because they are human beings.
The concept of rights is a universal concept. In short, a right can be defined as “the authority granted to individuals by the rules of law.” Human rights can be briefly defined as the inherent equality and freedom of all human beings in all respects. This freedom is balanced with the obligation to respect and not violate the rights of others.
There are various human rights. Patient rights are one of the fundamental human rights.
Patient rights are the rights that patients and healthcare professionals should claim together for the solution of problems arising between patients and healthcare professionals at individual and social level, for healthcare professionals to know the duties and responsibilities of healthcare professionals towards patients and patients towards healthcare professionals on human rights. Later on, special documents regulating the rules on this subject were formed.
The “Lisbon Declaration of Patients’ Rights” adopted by the World Medical Association in 1981 is one of the most important of these. On August 1, 1998, the Ministry of Health published the “Regulation on Patient Rights”, which states the patient rights respectively:
Using the service in general: To benefit from activities to promote healthy living and preventive health services within the framework of the principles of justice and equity.
Access to services in equality: To receive services regardless of race, language, religion and sect, gender, political opinion, philosophical belief, economic and social status.
Informing: To learn about all kinds of services and facilities.
Choosing and changing the health institution: To choose and change the health institution and to benefit from the health services provided in the health institution of his/her choice.
Requesting information: To request all kinds of information about the state of health verbally and in writing.
Privacy: To receive all kinds of health services in a confidential environment.
Consent and permission: Obtaining consent in medical interventions and benefiting from the service within the framework of consent.
Refusal and withholding: To refuse treatment or ask for it to be stopped.
Safety: Receiving health care in a safe environment.
To be able to fulfill their religious obligations: To fulfill their religious obligations to the extent of the possibilities of the organization and within the framework of the measures taken by the administration.
To be respected: To receive health services with respect, care and attention, with a friendly, kind and compassionate approach.
Comfort: To receive health care in an environment where all hygienic conditions are provided, noise and all disturbing factors are eliminated.
Visitation: To accept visitors in accordance with the procedures and principles determined by institutions and organizations.
Having a companion: To request to have a companion within the scope of the legislation, the possibilities of health institutions and organizations and if the physician deems it appropriate.
Right of application, complaint and lawsuit: In case of violation of their rights, to use all kinds of application, complaint and lawsuit rights within the framework of the legislation.
Continuous service: To utilize health services for as long as needed.
Expressing an opinion: They have the right to express their opinions about the services provided.

General Responsibilities
People should do their best to take care of their own health and follow the advice given for a healthy life. If the person is eligible, they can give blood or donate organs. In simple cases, people should take care of themselves.
Social Security Status
Patients are obliged to report changes in their health, social security and personal information in a timely manner. The patient must have his/her health card (such as Bağ-Kur, Green Card) renewed on time.
Informing Health Workers
Patient; complaints, previous illnesses, whether he was receiving any inpatient treatment, If any, the medications you are taking, provide full and complete information about their health.
Compliance with Hospital Rules
The patient must comply with the rules and practices of the health institution to which he/she applies. The patient must follow the referral chain determined by the Ministry of Health and other social security institutions. Patients should cooperate with healthcare professionals during the treatment, care and recovery process. If the patient benefits from a health facility that provides services by appointment, he/she must keep the date and time of the appointment and notify the relevant place of any changes. The patient must respect the rights of hospital staff, other patients and visitors. The patient must pay for the damages caused to hospital equipment.
Compliance with Treatment Recommendations
The patient should listen carefully to the advice about treatment and medication and ask questions if they do not understand. The patient should inform the health worker if he/she is unable to comply with the recommendations regarding his/her treatment. The patient should indicate whether he/she correctly understood the health care and post-discharge care plan as expected. The patient should be aware that he/she is responsible for the consequences of refusing treatment or not following the recommendations.
